Upon review and considera ation of all the evidence of record, and

RECOMMENDATION :

That Petitioner's naval record be corrected, where appropriate, to
show that:

a. Petitioner’s award points for Navy Wide Advancement Exam
(NWAE) cycle 219 from March 2013 is changed to reflect 12 points vice
8 points.

b. Petitioner's Final Multiple Score (FMS) is changed to reflect
191 15 vice 187.15.

c. That part of the Petitioner's request for corrective action
that exceeds the foregoing is denied. Records show that the
Petitioner cannot advance off of cycle 219 as the minimum FMS is
192.46. Petitioner's FMS is 191.15 not meeting the minimum
requirement.

d. A copy of this Report of Proceedings will be filed in
Petitioner’s naval record.

(a), has been approved by the Board on behalf of the Secretary of the
Navy.
